Treasury sanctions commercial network linked to Cartel del Noreste

Published October 13, 2026 · Source announcement: October 13, 2026

What was announced

OFAC announced sanctions against four individuals and 11 entities that Treasury connects to Cartel del Noreste, a U.S.-designated Foreign Terrorist Organization. The action covers businesses and people involved in horse racing, construction, trucking and the oil and gas sector.

Treasury says the network supported cartel financing and other illicit activity. These descriptions are the department’s stated findings underlying an administrative sanctions action, not criminal convictions.

The counterterrorism connection

The announcement uses both Executive Order 14059, addressing international illicit drugs, and Executive Order 13224, as amended, addressing terrorists and their supporters. The listed parties are not all designated under the same authority; readers should consult the individual entries in the official release.

What the action means

Treasury states that covered property within U.S. jurisdiction is blocked and that transactions involving blocked persons are generally prohibited unless authorized or exempt. These are legal restrictions, rather than proof that the network has ceased operating.

The announcement illustrates how counterterrorism financing measures can extend beyond an organization’s leaders to commercial support networks. It does not establish that entire industries are implicated.
