What was announced
The U.S. Department of Justice says an 18-year-old Richfield, Minnesota, resident was arrested on October 6 and appeared in federal court on October 7. Prosecutors charged him by criminal complaint with receiving a firearm and ammunition to commit a federal crime of terrorism.
According to the department, investigators allege that he planned an ISIS-inspired attack at the Mall of America. The announcement attributes the investigation to the FBI, a Joint Terrorism Task Force and Bloomington Police, with assistance from IRS Criminal Investigation.
What this means
This is a charging announcement, not a conviction. The complaint’s allegations have not been established by a trial, and the defendant is presumed innocent unless proven guilty.
The case offers a current example of the federal and local partnerships described in our counterterrorism reference guide. It should not be read as a general threat assessment for shopping centers or as evidence about a wider community.
